This cat has asthma. Instead of stressing him out with an inhaler, just place him into a large plastic jug. Then DIY it into a makeshift nebulization chamber. This is easily done by attaching the neck of the bottle to the nebulizer machine, which will fill it up with a fine medicated mist that quickly relaxes the narrowed airways.
